What this feature does:

Allows you to change the default of holding a WEB order (when there is a message attached to it), to NEVER holding orders (whether there's a message attached or not).

Screen Shot: From the WEB main menu, choose "System Management", "Set Up System", "Web Parameters". You'll see the field, "If a customer adds a message, put the order on temporary hold?" - Y/N
